The richest (a relative term) region of the Rukongai due to the smallest presence of open crime and danger.

In the Rukongai, the eastern district is very balanced. There's crime and wealth, but not quite to the extremes of the other districts. It is vast and a fine hiding place for someone who doesn't want to be found.
